BATON ROUGE, La. (AP) — A man was arrested on charges of entering an elementary school and fondling an 11-year-old in the boys' restroom, police said.
Parents were informed of the incident Monday by a pre-recorded message to their home telephones from the school's principal.
Marcus Deandre Dunn, 20, was discovered in the restroom of Dufrocq Elementary School at about 2:45 p.m. on Friday after an 11-year-old student reported being grabbed by a man and inappropriately touched, said Cpl. L'Jean McKneely, a Baton Rouge Police Department spokesman.
Dunn told police he had hidden in the school restroom several times before, McKneely said.
"He admitted he gets urges to perform this behavior about once a month," McKneely said.
He was booked into the parish prison on one count of second-degree kidnapping and one count of indecent behavior with a juvenile.
Dunn is not currently listed on the Louisiana State Police's sex offender registry.
A school system spokesman said he was not surprised that Dunn got onto campus so
easily and that security broke down when the child was allowed to go to the restroom by himself. Students will now be going to the restroom with partners, officials said.
"All of our campuses are wide open facilities," said Herman Brister, who oversees security in the school district. "They are not prisons; they are open to the public."
Also, Dufrocq does not have security cameras or fire escape-type doors that open from the inside but are locked on the outside, Brister said .
Superintendent Charlotte Placide said the district would look at increasing security at every school.
Many parents were frightened by the incident.
"It's a crazy world we live in," said Nedra Lemieux, who has a 5-year-old daughter at Dufrocq. "To even think about doing that to a child; it makes me very weary."

Campuses with Pre-K to 5th graders should NOT be wide open to the public - especially during school hours. Let's help keep each other safe and aware.
Although Marcus Dunn was not a registered sex offender and lived 8 miles away from the school, searching the Louisiana State Sex Offender and Child Predator Registry shows over 29 registered sex offenders living within 3/4 mile from Dufrocq elementary school - the location of Dufrocq is the RED STAR in the center of the image - the blue squares are home addresses of sex offenders:
